Why does it take so long for a Vevo to be created for a vehicle when the service has already been ordered?

All the pieces of the VeVo puzzle are put in place and the live voice is recorded then only will the VeVo be completed. A vehicle can be active in the system since the beginning of April but not get photos, options, etc. until much later in time.
