Unable to request a reschedule in CARScore.

The job should be able to be scheduled in Dispatch even without the reschedule request going through. Those requests are more of a communication tool and a paper trail, but they're not required for the job to be scheduled to a different day. If it cannot be scheduled - there may be something corrupt about the data behind the job which we'll need to investigate.
