Rep can't make edits to Photo 2 tab in Edit Dealer Data (its "greyed out")

If the Photo 2 tab is greyed out and cannot be edited, click the Photo 1 tab. Photos Per Vehicle have to be > 0. If there is a "0" in Photos Per Vehicle, have the rep put in some photo number > 0. That should unlock the field.
