My scroll bar is missing in the CLP portal.

This is usually a screen resolution issue. The resolution needs to be set higher than 1024 x 768. To change the resolution in Windows 7: 1. Right-click on the desktop. 2. Select 'Screen Resolution' from the menu. 3. Update the size in the Resolution drop-down box. Click Apply then OK. To change the resolution in Windows 8: 1. Open Screen Resolution by clicking the Start button , clicking Control Panel, and then, under Appearance and Personalization, clicking Adjust screen resolution. 2. Click the drop-down list next to Resolution, move the slider to the resolution you want, and then click Apply.
